When you enter the secure area data sent from your browser is encrypted for privacy in both directions. Please read below for more information about the security measures we've implemented.

SECURE SERVER ISSUES

The encryption on the secure server uses a 40-bit key which can increase the time needed to download documents and files. If your connection "times out" and you receive a browser message that "the server may be busy or is not accepting connections," simply use the "refresh" or "reload" option on your browser, or try the link again after a few seconds.

Netscape 3.x Users
The Thawte Root Certificates embedded in Navigator 3.x expired in July 1998, so all users should follow these instructions if you receive a message that the certificate for our secure server has expired. It takes about two minutes and means you won't experience any problems with the thousands of other sites secured by Thawte. The information is also available in French, Chinese and German.
Internet Explorer Users
For reasons similar to the explanation above, you may receive a message that the certificate authority is "unknown." In this case you should also follow these instructions.
